Do wargames reveal intent? Or are they merely a threat?
I'm at work today, but the two things I could be working on right now are both out of my hands. So, I can purge my hard disk and reorganize my files or I can read the news... This catches my eye early on.

The live-fire exercise, dubbed "Peace Mission 2005," involves about 7,000 Chinese troops and 1,800 Russians, along with warships, warplanes and amphibious tanks.
